On 30 March 2026 the European Commission published the mid-term review of its Action Plan for the Social Economy, five years after the plan was launched in December 2021. It reports more than €2.8 billion of investments and guarantees allocated to the social economy for 2021–2027, made up of over €1.62 billion in EU funding and €1.2 billion in InvestEU guarantees. The review also cites an October 2025 Special Eurobarometer in which half of Europeans said they had engaged with social economy organisations in the previous five years and 75% called the social economy important for society. Priorities for the next phase, which runs to 2030, include clearer state aid rules, stronger frameworks for private social investment, better data and a toolkit for regional and local policies. The report notes significant untapped potential at regional and municipal level, where policy support varies widely. For countries still building their own frameworks, the review is a useful checklist of the levers the EU focuses on: rules, investment and skills, and evidence. It also shows how long such agendas take, since state aid clarity is still on the list after five years.
